Support for Agencies & Cadet Programs
Build the Pipeline. Prepare the Next Generation.
Public safety agencies need qualified, committed people who understand the profession and are prepared to serve their communities. Strong cadet and youth programs help young people explore public safety careers, develop essential skills, build relationships with professionals, and begin preparing for the workforce.
Building those programs requires more than recruiting interested students. That is where LAPSEN comes in.
The Law and Public Safety Education Network is a national nonprofit led by educators, program leaders, and public safety professionals. We help agencies connect with schools, develop meaningful youth programs, create career pathways, and prepare the next generation of public safety professionals.
Whether you are starting a cadet program, strengthening an existing initiative, connecting with local schools, or developing a long-term workforce pipeline, LAPSEN is here to help!

We can help you develop a program that reflects your agency, serves your community, and gives young people a meaningful introduction to public safety careers.
Cadet Curriculum and Training
A strong cadet program should provide more than meetings and agency tours. It should offer organized, engaging learning experiences that help participants develop knowledge, skills, confidence, and professional habits.
LAPSEN can help agencies develop or identify training in areas such as:
- Public safety career exploration
- Professional communication
- Ethics, integrity, and public service
- Leadership and teamwork
- Conflict resolution and de-escalation
- Emergency communications
- Law enforcement fundamentals
- Investigations and forensic science
- Corrections and detention
- Emergency management

- Physical readiness and wellness
- Employability and workplace skills
- Scenario-based and hands-on learning
Training can be customized to match the cadets’ ages, experience levels, program goals, and local agency policies.
Pathways to the Badge
For more than six years, LAPSEN has worked alongside law and public safety agencies to develop a practical guide for building youth programs and career pathways. Filled with real-world solutions, proven strategies, and examples from the field, the guide provides an excellent starting point for agencies ready to build a program of their own.
Each year, the LAPSEN National Conference also features a dedicated agency track where public safety leaders can learn from one another, exchange ideas, and work together to develop stronger pathways into law and public safety careers.
School and Education Partnerships
Schools and public safety agencies share an interest in preparing young people for successful careers and community service. Strong partnerships allow both organizations to accomplish more.
LAPSEN can help agencies:
- Identify and connect with local law and public safety programs
- Build relationships with CTE instructors and administrators
- Participate in school advisory committees
- Provide guest instructors and mentors
- Arrange appropriate agency tours

LAPSEN understands both public safety and education. We can help each side understand the other and build partnerships that work.
