Preconference Training
Monday, December 2nd there are special preconfernce trainings. Sessions are from 8:00 – 5:00. Lunch is included. Cost for each is $349.
Crime Scene Investigation in the Classroom
This 8 hour training will prepare instructors to teach basic crime scene processing techniques. Photos, sketches, identifying evidence, searches, and similar will be covered. Basic evidence processing will also be covered. This training prepared instructors to address hands on topics related to the Basic Crime Scene Investigator.
Instructor: Jeff Branyon, professor at TMU, former GBI agent, National Forensics Academy instructor, marshal, and police chief.
National Basic 9-1-1 Dispatch Instructor Certification
This 8 hour training will prepare instructors to certify their students in NECI Basic 9-1-1 Dispatch. NECI is a nationally recognized 9-1-1 training company whose certificate is an industry recognized credential under Perking Acts and is used nationwide. Instructors can also get Basic 9-1-1 dispatch certfied as well prior to the conference – email tom@lapsen.org

NFPA 2400 Drones for Public Safety Operation
This 8 hour training prepares instructors to certify their students in an industry recognized credential for drones. FAA 107 license required. Participants need to bring their own drone, or arrange for one to be provided. This training prepared instructors to address hands on topics & Content related to the NFPA 2400 certification.
Instructor: Wayne Bailey, president of Blue Mountain Drones, former assistant to the North Carolina Fire Marshal’s Office, has dozens of agencies in drone operations.
Police Academy in the Classroom
This 8 hour training will teach instructors how to have hands on skill labs based on police academy basic skills. Topics on teaching basic handcuffing, vehicle pullovers, and basic officer safety will be covered. The content of this training supports preparing students for the National Law Enforcement Certification.
Instructor: Tim Hart, retired Fontana City Police, police specialist with State Department trained police in Afghanistan & Iraq, teacher at Cambridge High School.

Keynote Speaker – Mollie Avelino
Mollie will share how Lake Dallas High is leading the innovation in work based learning in law and public safety programs.
Mollie Avelino is a seasoned professional with over 24 years experience in public education. Currently serving as Campus Principal at Lake Dallas High School, Mollie is known for her innovative approach to creating new opportunities for students to find ownership in their educational experience. She is also a long-term member of Texas Association of Secondary School Principals and serves on different advisory boards for North Central Texas College, reflecting her commitment to staying at the forefront of industry trends.
Tracks
Instruction
This track is the traditional LAPSEN national conference track. Sessions on high school and technical college programs, SkillsUSA, pathway design, teaching strategies and other content relevant to those working with students in educational settings. All pathways are invited to attend: law enforcement, fire, EMT, legal, forensics, drones, dispatch, corrections and security.
Transition
This track focuses on career transition outside of the traditional classroom. Work Based Learning (WBL) and apprenticeships, Public Safety Cadets, Explorers Posts, and programs unique to departments will be present and have sessions. There will also be sessions on how to implement, grow, and improve such offerings.
Administration
Law and public safety programs are unique programs. Administration over such programs comes with challenges not found in other pathways. This track will focus on policy, administration, and stewardship of law and public safety programs. Program design and revision will also be in the mix.

In Conjunction with ACTE Vision
ACTE Vision is the preeminent CTE conference in America. LAPSEN is excited to collaborate with ACTE to offer the best week of training for LPS teachers possible. We highly encourage educators and administrators to attend both the LAPSEN National Conference and ACTE Vision. There will be several LPS specific sessions in the Vision line up. Additionally, Vision has outstanding sessions on general CTE topics relevant to LPS teachers plus the largest vendor expo in CTE.
Hotels, Location, & Travel Details
The LAPSEN National Conference will be held at the Henry B. Gonzalez Convention Center in San Antonio, Texas. For parking and other information – https://www.sahbgcc.com/
You should plan on checking in on Sunday the 1st if you plan on participating in the pre-conference trainings. If coming for the LAPSEN conference only – plan on arriving on Monday the 2nd and checking out on Wednesday the 4th. If you are staying for the ACTE Vision conference, plan on checking out Saturday the 7th.
The main hotel, the Grand Hyatt San Antonio River Walk, will book quickly for dates checking in on Wednesday the 4th (the start of the ACTE Vision). For the LAPSEN conference, rooms at the Hyatt or nearby hotels should be available. For groups planning on staying through the ACTE Vision conference, staying at the Hyatt for the LAPSEN event and then getting reservations at another conference hotel for Vision might be an option. It is best to book right away!
